Measuring Diversity 

Promoting and protecting the diversity of cultural expressions

 

Cultural goods and services are not just ordinary commodities – they convey values and meaning. Countries are therefore called upon to take appropriate measures to protect and promote the diversity of cultural expressions while ensuring the free flow of ideas and works.  This is a central tenet of the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions, which came into effect in 2007. The challenge lies in translating this provision into action.    

 

What is the role of the UIS?

 

Due to the complex nature of subject, the diversity of cultural expressions requires a wide range of statistical indicators. As it stands, very few countries regularly collect data on culture, and for those that do, most of the statistics cannot be compared internationally. There are few standards to identify or monitor the wealth of cultural expressions and practices found across the globe.The UIS aims to provide countries with the frameworks, tools and indicators needed to monitor the diversity of cultural expressions.

 

This page is a portal for new studies and methods for measuring diversity at the national and regional levels in various cultural fields.

Efforts to establish new measurement tools

 

Working with UNESCO’s Culture Sector, the UIS led an international Expert Group to develop a blueprint to measure the diversity of cultural expressions. Part of this work entailed exploratory studies to better understand the global dynamics shaping cultural diversity.

 

Experts determined that the Stirling Model, developed to measure technological diversity, might be applicable to the cultural field. To test this theory, the UIS produced a study using the Stirling model to analyse UIS cinema data and international statistics on television programming.

 

As part of its efforts to create benchmarks, the UIS has incorporated the measurement of the diversity of expressions into its analysis of the biannual Feature Film Survey.
